Until her retirement, Dr. Zachary was director of maternal health, family planning and genetic services for the Maryland Department of Health and Mental Hygiene. She established and maintained statewide maternity clinics and provided vital performance statistics through the Maternity Summary Form that she developed and circulated.
When Maryland obstetricians threatened to stop caring for Medicaid patients because reimbursement was insufficient to cover malpractice costs, she lobbied for changes that have permitted continued care.
Dr. Zachary also established yearly perinatal conferences throughout the state so that clinic nurses can remain in touch with current technology and information.
She was named the first recipient of the Maryland Perinatal Association's Annelies S. Zachary Award.
